The IWPM, currently hosted by the Global Fire Monitoring Center (GFMC), is a non-financial instrument serving as a broker/facilitator between national and international agencies, programmes and projects to exchange expertise and build capacities in wildland fire management and particularly in enhancing preparedness to large wildfire emergency situations. The IWPM has been developed in tandem with the International Fire Aviation Guidelines and the International Manual of Common Rules for Fire Aviation.
National agencies responsible for the management of vegetation fires as well as projects seeking or offering expertise are encouraged to use the contact forms (contact details to GFMC are provided in the forms):
- IWPM Contact Form for offering assistance in wildfire preparedness(PDF)
The GFMC is offering a number of tools that may either be used directly online or be requested for implementation by interested parties:
- Tools of the Global Fire Monitoring Center (GFMC) for advising / supporting nations and the United Nations in Capacity Building in Wildland Fire Management and Wildfire Disaster Risk Reduction
- GFMC tools mirrored by the UNEP/OCHA Environmental Emergencies Center (EEC)

UNECE/FAO Regional Forum on Cross-boundary Fire Management (2013)
Background Reading
In preparation of the UNECE/FAO Regional Forum on Cross-boundary Fire Management, which was held at the United Nations in Geneva, 28-29 November 2013, which was sponsored by the German Federal Ministry for Food and Agriculture based on a decision of the German Bundestag, several studies were prepared and a fire management survey circulated to UNECE member states and other regions of the world. In accordance with the conclusions of the Forum the GFMC and associated wildland fire management experts from throughout the world followed up the recommendations.
Note to the readers: The original proposal to create an “International Wildfire Support Mechanism“ (IWSM) (see paper “ Building Resilience of Nations and Communities to Wildfire“) was modified to this IWPM, and emphasis was shifted from creating an operational mutual assistance mechanism to a mechanism facilitating capacity building.
